The first one, if their accent is not too bad, is to repeatedly ask them to speak slower. I did it once with a Dell tech and I could hear him getting slowly frustrated at my repeated requests throughout the call. This also works if the call-centre is using too optimistic a codec, which Dell were also guilty of at one point. At that point, I also complained several times about the call quality. The other is to ask for someone else to talk to, someone with less of an accent. Both of these convey to the rank-and-file that Accents Are A Real Problem in international calls.
