Did they check the other componenets of the system as well, like the EGR and other parts that some others suggested? I was also thinking it may be something as simple as a fuel filter. I also remember that there are sometimes two CAT-converters one is a pre-cat near the motor and one is the cat near the muffler. If one is clogged, I will bet the other is too.
