Most of his troops were hardcore criminals - given the choice, hang, or join the army? They all joined up. The best feature of criminals is that they are mostly willing to get shot at if you offer them something for themselves at the end. After all, isn't that what they were risking in their chosen career? That's not counting the lunatics who just like killing and blowing stuff up.
