You suggest that broadcasting the execution orders and statements would "shame the people who allow the terrorists to continue to operate from within their midst".

These are that very people whom the terrorists are making their victims! Fear and intimidation is what makes them so powerful.

It's the same as a crime ridden neighborhood kicking out the Police and trying to use posters and photos of the criminal gangs to drive the gangs away on their own. Publicizing their deeds isn't going to stop them. They make their own publicity, by picking a victim and brutalizing them in such a way as to horrify the rest of the population. Thus the moniker "Terrorist".

Leaving them to their own devices would be catastrophic for the country of Iraq, and a slam-dunk victory for al-Queda.

Look what the terrorists have done almost every time we've gotten the Iraqi Nat'l Police force up to a strength where they could start to be a force of their own. Police stations get blown up, barracks bombed, they've even infiltrated the training and murdered the entire graduating class of officers right at graduation!

The bald fact is that the Iraqis need us there to keep grinding away at the terrorists until they've been weakened to the point that the locals can finish them off.
