Usually in $country trying not to get my backside shot off.

As for your domestic violence situation, most of the time it works quite well. Sometimes it doesn't. A lot of the victims in abusive situations feel trapped and that no one will help them get out of it. Once they find out that there are people who will help them and who will do their best to protect them they are out of the situation. A few (IME) return, a lot don't.

Sometimes you just have to show them a way out.
