In B), you assume that there's not a point at which they will have had enough of living in fear. So, on the one hand you're saying that they're all just as bloodthirsty as the next. Your only alternative scenario is that those who aren't depraved are completely cowed by the few who are. I'll let that polarized view of the world also speak for itself.
