With a dish of peanuts and a dish of fruit.
If the monkeys try to eat from the dish of fruit, the entire cage gets soaked in ice cold water.
Let the monkeys learn this, they'll very quickly refrain from eating the fruit. Once they learn, disconnect the water supply.
Then replace one of the monkeys... It will go for the juicy fruit, but the other monkeys, not wanting to get a soaking will berate it and attack it until it stays away from the fruit.
Repeat this for the last 2 of the original monkeys.
You'll end up with three monkeys that have never experienced the water, and don't understand why the fruit bowl is bad, but will enforce to the death the ban on eating from it.
Thus, corporate policy is born :)
