you are asserting that doing nothing is better. But you don't seem to have any arguments showing how security can be achieved without arming potential victims. I disagree with your assertion that arming civilians will cause more harm - I simply don't believe that most normal people will use guns to attack others, but will simply defend themselves. You seem to believe otherwise?

The local population could easily turn against the troops. Arming the civilians is something recommended as the last act before leaving. This was clearly spelled out in the article I linked to. I assume that the military will be able to retreat safely from their current bases - if you believe otherwise, I'd like to know why.

Your last paragraph is not clear enough for me to respond to. What did I say that makes you think I assume that the troops in Iraq have to work with tribe leaders to provide security? This whole thread is derived from a link to an article discussing what to do for the troops to leave.
