It appears that some who see a possible benefit from them are willing to treat them in terms that they understand - as another tribe, with the commander as a sheik. But not having grown up in that culture, how deep can that acceptance really go? Only as far as the self-interests of the local population goes.

It is good that the local population sees the US military as something that they can benefit from. But going from there to fulfilling the mission is too large a step. And doing that requires stepping away from the tribe centric way of things, not confirming it.
