In other words, if the CIA had gotten the proper backup when they had almost all of Al Qaeda's upper hierarchy pinned down, instead of Rumsfeld's petulance in insisting on DoD having operational control, and dragging his feet on sending support until he got that control, then there wouldn't have even been any Al Qaeda left to lend their name to an entirely separate unrelated group of thugs in Iraq. Is that what you mean?
