is to always expect that the line is live, regardless of what you see and/or know beforehand. It's somewhat like the 'always assume a firearm is loaded' rule. The one hand in the pocket rule I first heard about in TV/radio servicing (computers? that' one of them things that you have to build the room around, ain't it?) Keeping one hand in your pocket minimizes the chance of a path for electric current through your body including your heart, which could have very bad consequences.
