Make new user;

Just make sure the machine has been rebooted after the user last logged in.
And make sure your explorer view is set to also see hidden and system files.
Then copy entire contents of C:\Documents and Settings\<old user> to <new user>.
Works for me :)
(Oh, you might want to remove the cookies and history if possible)

I always install machine, make admin profile completely the way users need it, then copy admin profile to "Default user" folder.
And then strip out the useless things like cookies, history and temporary files etc.
When a new user logs in (that doesn't have a network/local profile yet) they get the set profile I created :)
(Make sure the admin/profile create user, has the same rights as the users! otherwise links go dead and programs break)
