Speaking as a Christian who has her own on-going internal debates about sex..!

1) You can easily "cut someone off" because you think God told you to. People who don't believe in God or don't believe He can communicate directly with us will have a hard time understanding that. But if you accept that for some of us, that is they way of the universe, can you accept that feeling convicted about something from God is going to trump anything else in your life?

Having said that, I do question the manner in which she reached this life-changing decision. I hope she didn't get caught up in something at bible camp which she will later recognise as a bad decision - and then regret the loss of her partner due to her actions. However, if she truely believes in this change of behaviour, cool. And as others have said in this thread, it is completely her right to decide when and with whom she sleeps with.

2) I am inclined to say he is shallow for ending the relationship after only 10 minutes of conversation. But I also have a feeling that there is more going on here than just being cut off from sex. My guess is that they've had discussions before about religosity, or at the least, he already knew that he had limits on how much he could tolerate in his partner. I would only call him shallow if he broke up with her without giving himself time to really consider the options and had never previously considered his limits...and definitely shallow if the cutting off from sex was the ONLY problem, and if he actually has no problem with dating someone religious.
