I know alot of countries you can get provisional licenses or be trained by another person. In the Netherlands lessons are the ONLY way you are allowed to drive before you get a full license. So goes for all licenses....getting your drivers license in a car here is (together with Germany) the most expensive of anywhere in the world that I know of... And still people kill themselfs everyday driving :S ps. In-car teacher has extra brake and clutch (for car license)....no such thing possible on a bike :\|
