is businesses getting a break of say 110% of any money spent on community services (funding schools ,roadside cleanup, shelters ect)
on their taxes so for every $1000 spent on a school they get to take a net of $100 off the tax bill (since the money spent on the school would have gone to taxes anyway) and other things that keep money in the community.
advantages
1 a company could create a stronger workforce (you get some of the borderline homeless folks up to snuff and...)
2 it would free teachers to actually teach
3 cleaner roads more colorful bunnies yadda

disadvantages
1 Mountain Dew HighSchool anyone?
2 possible massive fraud
3 may cause "company towns" to be rebuilt
