If you earn $10,000 per year (about what my mom was making while I was growing up, including child support), 20% of that is only $2,000... but that $2,000 would have gone to health care or transportation.
If you earn $100,000 per year, 20% is $20,000... but that $20,000 is entirely disposable.
That's why the distinction between tax on income and tax on *disposable* income is important. It's fair to tax a flat amount of the disposable income. Taxing a flat amount of gross income puts a disproportionate burden on the poor. (The poor often have little to no disposable income at all.) |
