Think NYC subway as an analogy. The masses generally have to use the subway, or cabs. The rich get chauffeured in cars or in helicopters, etc.

However, the rich peoples taxes still pay for the subway, even though the rich may only use the subway once a decade, if that.

The rich don't need to participate at all in a particular event for the costs to stay the same, or even go up.
