He can recommend stuff like tax donations, moving money around, etc, but you still have to actually make that stuff happen.

You're right ... It would make more sense to close the loopholes, but we're dealing with what is and not what should be -- the rich are the single biggest contributors to tax by a significant margin. they are also the single biggest contributor to politicians. The politicians can't afford to urinate them off TOO much, or their contributions start to shrivel up.
