Less effort? You hire an accountant. As long as he reduces your tax by more than he costs, you keep doing it. Since reducing taxes won't make the accountant more expensive or the savings from weaseling out of tax any less, there's no reason for anyone to change their behaviour.

Wouldn't it make far more sense to actually close the loopholes than hope people will suddenly be nice and not exploit them?
