but more often than not, it's tax cuts only in the high income brackets, so instead of everyone getting a proportional reduction, only those earning the most get a _dis_proportional reduction in their taxes. Akin to cutting $20 off the rich guy's bill because he pays the most and leaving everyone else the same.
