| balance of power is by holding members of an administration responsible for illegal acts. If the punishment meted out by the courts is negated by presidential pardon, then they are unable to do so. Further, if the punishment meted out by the courts is for actions that deliberately shield other members of the administration from punishment for criminal acts, then the ability of the courts is twice negated: once by negating their power to assess punishment, and twice by making it more difficult to even investigate illegal acts by the administration. |
