to shield members of their administration from punishment by the courts?

Reading through the list of pardons given here (posted by lab_rat), I don't see anyone being shielded from punishment given for actions they took directly to shield Clinton or his administration from the courts.

IMO this is a very important point. One that I haven't seen addressed here. A count of how many pardons any given president has issued really isn't relevant.
