Accountability is weakened, but not negated. And has already been stated, the requirement that Scooter start serving his term immediately was an unusual one. This was a factor in Bush's decision.
Checks and balances does not mean that the courts check the president. It means they both check each other. Bush felt he was using his check on the courts. Given the fact that he did not grant a full pardon, I don't see that as an unreasonable statement. |
