Every U.S. president, starting from the very first, has had this authority. It was written into our Constitution from the very start.

Most if not all U.S. presidents have exercised this authority to a greater degree than Bush (granting full pardons).

Many U.S. presidents have exercised this authority more frequently than Bush.

Our country still stands. Our court system still stands. This is not a new authority granted by the Patriot ACT that has no precedent and is just now being tested, and OMG, Bushed used it and the sky is falling!

This is a long-standing, often-used, survived-the-test authority that Bush is using less often and to a lesser degree than many past presidents.
