(BTW: Does it mean anything to anyone that Ford's chief of staff at the time was Dick Cheney?)

Ford's pardon of Nixon basically cut the Nixon investigation short. If Ford had just waited until an actual prosecution and conviction had taken place before pardoning Nixon, he could have effected the same sort of closure, but there would have been a clearer understanding of what went on, and a legal precedent to which to refer for any later similar abuses of power that may have occurred since or may occur in the future.
