Bush has said that he feels Scooter's punishment was excessive. It is the president's privilege to commute a sentence when he feels this is so. That is how this upholds the law.

If you think this is a mockery of the balance of power, then your argument would be against that article in the U.S. Constitution, not against Bush. Heck, even NPR is reporting that Bush has granted the least number of pardons than any president in the last 100 years. And with Scooter, it wasn't even a pardon.

You may disagree with Bush's actions, but I think you're overstating the matter. Every president in the history of the U.S. has had this privilege, and most, if not all, of them have used it, and many have done so more frequently than Bush.
