he did not free Scooter from punishment. It is the president's privilege to grant a full pardon if he wishes to do so. Bush did not do that with Scooter.

The conviction stands, and the fine stands. Bush commuted the sentence to remove the jail time.

You may still have an argument against that, which is fine, but if you're going to debate this, you should debate it with precision.
