make him wait the 3 more years.

I still shake my head at my younger stepson having his last name emblazoned across his back in 3" high letters... Either he's re-enacting "Memento" or he plays a lot of Shirts and Skins (where he's on the Skin's team). But he was 18, and could make that decision for himself.

I haven't had any problems with employers over my "discreet" wedding-ring tattoo on my left ring-finger (but MAN did that hurt like hell!).

One of the local tattoo parlors here uses disposable needles (I also think they patented it) - so that should be available elsewhere; also, other places do autoclave their equipment (or they should!)

And what's his pain tolerance?

I do airbrush tattoos. They can last up to a week and they're useful for "auditioning" artwork before committing to a real tattoo. Maybe let him do that (if you can find an airbrush tattoo place).
