you know those tribal tattoos, I know people who got them years ago that are now disgusted with them , because so many people now have them. Good tattoos are individual and meaningful, not some piece of crap you pick out of a catalog.
Expensive, a good artist in a clean parlor is pricey. Would he really rather spend the funds on that rather then (list alternatives.)
If he eventually wants more tattoos, he is going to regret using up prime tattoo real estate on something so bland.
Basically I'd tell him to either spend the time and money to get something good, or forget it and let the craving pass.
(If he won't, draw it one with permanent ink and make him try it our for three months. If he isn't sick of it by then, he may actually want a real tattoo.)
