Notice that the timing of the hail was such that not ALL the crops were destroyed. Made for a lean year, sure, but Egypt wouldn't starve outright.

The blood was nasty, but they were able to dig wells. And you can argue that the Israelites ALSO needed to see the message that God was being serious, here.

Pharaoh DID suffer the consequences of his actions- his people suffered, which was a consequence. He lost his son, also a consequence. But the ethics of the time was that people shared the consequences collectively. Your personal righetousness is secondary; if you fear the Lord, you will repent. If you are persistent in your evil, things get worse for you. The pattern is that he keeps giving chances.
