Yes, they should have. If for no other reason, because God wants to demonstrate that the individual matters, and not the mass of people. That the individual's decisions are important (of course, he demonstrated this with the killing of the first born, but in a way that wasn't productive, IMO).

Besides, the welfare of the Egyptian people relied on the priest caste, and their predictions of the Nile flood. Military wasn't as important in those times as we like to think (usually a conscript or mercenary army raised in wartimes, not the standing armies we have today, apart from a ruler's bodyguard).
