There's *NOTHING* the programmer writing an installer for Windows can do about that. If they need to replace a file that's in use, they *MUST* require a reboot. Either that, or you (when installing the program) *MUST* make sure the file's not in use.

Retarded? Well, yes, in fact; it's a horrible waste of time, you're right. But that's the way the OS is designed; there is *NOT A THING* that non-Microsoft programmers (or even Microsoft programmers that don't work on the kernel) can do about it. *DON'T* blame the programmer, blame Microsoft's stupid buggy design that's still compatible back to DOS behavior (where only one program could run, so files wouldn't be in use when installers ran). And blame their stupid "upgrade" to win9x, which kept this locked-file behavior around even though they should have realized it was a bad idea once multi-tasking was introduced.

In short: Your requirements are contradictory. You require the use of Windows, fine. You require the use of some program whose installer needs to replace an in-use file before the program works right, fine. You require that *without* a reboot? *NEVER* going to happen on Windows. The kernel will not let you delete or overwrite a file that's open.
