You can go after the condo association. If she writes a letter to the council it has to be read at the council meeting and go into the minutes. Traceable and you then get also get a trace of what actions, if any, were taken to stop this. Yeah, going to see a lawyer about being towed once is silly, but if it continues, or if enough people complain things WILL change and a paper trail makes it much easier to prove wrongful behavior.
