If you really want to be devious, start showing up at the condo association's board meetings. If you can persuade your mom to get on the board (it's usually about as difficult as showing up for the meeting twice and volunteering to take a spot), the chances of anybody towing your vehicle again will go down rather dramatically. An acquaintance has used this tactic to good advantage over the past couple of years. Too many condo/homeowner associations come to be dominated by picky, whiney busybodies precisely because cooler heads have too much to do.
