Getting the towing back from the HOA may be difficult, but it's worth trying. A local attorney familiar with the legal system in your area can advise you of whether the HOA is going to be able to hide behind essentially bulletproof local rules; this is often the case with such situations.

OTOH, there's a very good possibility that the towing was illegal for an unrelated reason. Often, such acts can only be taken if required signage is displayed; as before, a local attorney familiar with the issues can figure out if the HOA and the towing company screwed up on that basis, and will know if the regs are in place which would bring such a requirement into play. (It's wildly variable from one jurisdiction to another, but worth checking.)
