I would use Audacity to produce it, including the greeting. Using multiple tracks lets you have a great deal of control over the final levels in the mix. I would use at least 3 -one for background, 1 for SFX (The cannon/explosion - i would put it near the end, right before the 'sort this...' dialog) and 1 for the greeting narration.

Of course, I have done a fair amount of audio production, so I am somewhat biased as to these things :)
