Also a white noise generator such as a room airconditioner gets rid of heat and outside noise (like kids shrieking or construction) at the same time, while adding to global warming :P

And if that won't work, find an all night bonfire and drumming circle (another benefit of summer - the bonfires, drumming circles, and naked people dancing between the fire and the drums).
