a 'social safety net'. A guarantee that if a person, through misfortune and bad luck (or even bad choices) hits rock bottom, at least there will always be shelter and food available. This would only affect a small percentage of the population, and would thus not be a means for the government to wield significant power. Elections would not be affected by this. That last paragraph sounds distinctly Buddhist:-)
