that I have found, has been eaten by a national conglomerate ISP that does. I've only ever found good service from a local ISP that was not an arm of a big, heartless monolith.
In fact, back when I was on dial-up, I had a local ISP that I was very satisfied with, but were eventually gobbled up by Earthlink. They announced a specific day at which they would switch us from $localISP servers to Earthlink servers, and that very day, service magically turned directly to crap. When I cancelled my service with the now-Earthlink company, they asked why I was quitting and I told them my address/area and previous ISP, and the response was "Oh, right. Nevermind."
