IMNAL but as far as I know there in some countries print media need to get consent before posting your picture unless in certain circumstances (such as crimes or public events and such). Thats what the pixelation and the black bars usually are there for. That obviously doesn't include the rich and famous, but it does most "normal" people. I.e. if the guy robbed the p0rn store they can publish, but not if he is a customer.
