The blades on the two models I know reasonably well the blades are nearly feathered flat, to stop all motion, at 15-18 mph. This minimizes the stress on the tower and prevents damage to the generator.

What would you do with the wind resistance of the cage in a storm?

Additionally the efficiency of all turbine is based on the percentage of flow both turbulent and laminar. Laminar is generally much more efficient. The cage would disrupt this flow and require a complete redesign that would probably be less efficient
