The thing is, it's not that new hair follicles are constantly appearing; it's that they tend to be active in cycles. Generally, there are three phases to the cycle, each lasting about 4 to 6 weeks. Laser hair removal only affects the active follicles, and so it requires follow-up after each of the other phases in order to insure complete treatment.
AND... Laser removal only works where the skin is sufficiently pale and the hair sufficiently dark; since a person's hair is not usually all exactly the same color, this can be a problem for some, resulting in the laser not being as effective at destroying the lighter hairs'follicles. |
