Obviously they got the idea from Science Fiction writers! Anyone read http://en.wikipedia.org/wiki/Footfall ? Several other Niven stories also deal with 'deviant' governemt thinkers, like "Madness has its place", and certain Flatlander stories.

Also, this has happened before, with Niven and Pournelle even. They formed "The Citizens Advisory Council for a National Space Policy", which included spacecraft designers, businessmen, NASA personnel, astronauts, lawyers, and sci-fi writers. Out of this came such innovations as SDI (the "Star Wars" missile defense system) and the DC-X1.
