Peer and self evaluation forms are going to be as welcome as a 55 gal. drum of used kitty litter. There is no real substitute for talking to your people. If you don't know what they have worked on ask them one on one. You don't have to know every detail about their projects. It won't hurt to know, but if may be better to read through what they have checked in and then ask questions. Let them know you are trying to be up to speed on all projects not just their's.

The periodic meetings are excellent - don't let them run longer than 1 hour if it can be avoided. The first one may have to. Make it clear they are supposed to be short and for the purpose of clearing bottle necks. Once a month may not be often enough, once a week may be too much. You will have to adjust the frequency on the fly.

I assume you use some source code control package. CVS has a number of ways to track activity. We use cvsplot and statcvs. Pure lines of code counts don't tell you anything about quality of code, but is better than nothing. Having some idea of who is checking code in and when is useful.

You will be running interference between management and your people. The biggest part of the job is going to be pointing people in the needed direction and getting out of the way. A fairly significant part of this is forming some consensus of what that direction is.

Probably the most important thing to remember is:
