apt-get install kde-base (or use Synaptic to find the KDE packages, and select from there. It has a preselection somewhere, IIRC)

No need to compile. If you want to compile, add the suffix -dev, which gives you at least the header-files necessary.

For the latter: Check GNOME panel / KDE kpanel plugins, otherwise, I have no clue.

Of course, you could've just used a Kubuntu install disk. ;)
