Unless we come up with (a) mater to mater (b) energy to mater converters there is no way to make a ship big enough on earth to send a hand full of people to other stars (ruling out FTL. Not going to happen any time soon. Unless it's handed to us). Raw materials or parts are going to have to be sent up (read that as leash or gun), work crew and shipwrights (and all the people to keep them able to work) are going to need to be in space.
