The Rich in private sanctuaries. Those rich enough to manage to get off of this rock, can live^h^h^h^hwork in government owned space stations, but as it turned out, only China, Japan, Brazil, federated EU and the USA had sufficient funds to take the step beyond even planning it. The rest of us is pwned here, living as farmers, with virtually no infrastructure... kind of like pre-industrializatíon.
