If you tell him you like his GF and would have asked her out BUT that you respect him as a friend and are *not* going to "poach" or try to make a move on her out of respect for him then I would say you are in the clear. To me, you have to be honest to yourself and your friends or it will eat at you. Now the other part to the honesty is that you don't say things that would hurt the friendship for no gain.
Depending on what you said when you talked to him that may be difficult but, your conscience will not be screaming at you and you won't feel like a lump of dung because you did not tell the truth.
Disclaimer: I am a BRUTALLY honest person. I will say it as nicely as I can but I have floored many people with how honest I am about things. Several GF's have told me I am too honest about things but, that is how I am, and why we are not together anymore too! This is how I look at it "If you cant handle me being honest with you about everything, don't ask the questions..." ;-D
