the law in Paraguay, but the judcial system and the local police and are horribly corrupted and aren't going to bother with them as long as the bribes keep on coming.

The second page of the article details the crimes that some members of the camp are alleged to have commited, and in fact there's even a warrant out for the arrest of one of the members. Granted the warrant is in Argentina, but given the laxness of the local border checkpoints, I doubt anyone there is alerting them when he crosses into their jurisdiction.
