So he was indeed on trial for illegal entry into the US and has been cleared of that charge.

A formal request has been made for his extradition under an existing treaty by a country in which he is an escaped criminal. The US has refused on the grounds that the requesting country may then hand him over to a 3rd country.
What have I missed there?
